UM Utility Plant Number One

The project scope was to provide mechanical/electrical design services that included:

  • Demolition of an existing 600 ton (Chiller #1) and replacing it with a new 1,200 ton chiller.
  • New primary pumps with associated electrical upgrades
  • New central plant refrigeration monitoring system with interfaces to central plant control system.
  • Cooling tower upgrades with new a new structural support system.
  • New electrical distribution system to simplify services and other electrical upgrades as needed to support the mechanical upgrades.
  • New controls package with upgraded sequences to improve efficiency and reliability. Included integration with campus
  • Enterprise Building Management System.
  • A new Measurement and Verification package that ensured future verification of performance of the chiller and the overall chilled water plant.
  • Standard construction administration services and submittal reviews

Key Issues:

Moses Engineering worked with the different chiller manufacturers to ensure the new larger chiller would fit into the existing structure. Alternate configurations of chiller compressor units were considered and ultimately incorporated into the design.

The project included comprehensive performance verification criteria that was integrated into the bid documents. The bids included not only first cost but also life cycle cost (20 years) that were used during the bid evaluation. The chiller manufacturer exhibiting the lowest life cycle cost were selected for the project.

Project included three bid packages to accommodate UM's need to prioritize with regard to funding and to direct purchase the large equipment.

Design included a new piping manifold and control valves at cooling towers to support flexible tower/chiller operation. This ensured redundant operation and automatic switch over of towers. It also enabled the plant control system to optimize the condenser water setpoint to achieve higher overall plant efficiency.
